Unless the photo is reversed thats a righthand pedal.

It might make the basis of a pedal you can alter to suit. A bit of heat and modification it could work. There is a factory drawing of the pedal and I made one from scratch as I looked for ages  and could not find one. The EBay one is nearly right. Needs the bend reversing and the boss modifying. The striations on the foot plate are right so it may be a Douglas part but I know not what.

Hi

I suspect this is a foot clutch pedal for an early 4hp machine
