Carb trouble

Still having carb trouble . nearside works fine but the offside carb will not pick up unless chocked by holding my hand partly over the intake . I have swapped the carbs over ( i had to take the slide ajus screw out to get the float chamber on ) and the same carb still wont pick up untill chocked , so its definatly something to do with the carb BUT WHAT i have tried diferent jets ,needles etc . any ideas as its driving me mad .
