As I remember it, you should have a steel cone that locates on the top of the frame steering head lug, and then a bronze cap that fits over it, then the top bridge plate for the forks (Headclip?) with a shouldered locknut. In the bridge plate, either side of the main steering stem, there are 2 holes for the pressure pins - these pins should be long enough to rest on the bronze cap and still stand proud of the bridge plate. Then screwed on to the top of the steering stem, you should have the alloy adjusting cap. The underside of the cap is machined away to accept the buffer washer and the faced washer. The faced washer is hardened steel and the buffer washer is about 8mm thick rubber. The cap assembly should have the rubber washer first then the hardened steel facing washer fitted so that the hardened washer stands proud of the bottom of the cap. With the cap screwed down onto the steering stem, the hardened washer bears down on the 2 pins and applies pressure to the top of the bronze cone - thus giving some damping to the steering. The inclusion of the rubber washer gives better control of the amount of pressure/damping.
