Broken MkV Frame

I just had the frame for my MkV project cleaned & there is a break in one of the lower rail tubes which had been covered up by filler & paint. Is the break point a common weakness in the frame? I would be interested in opinions as to how best repair this. I thought about inserting a copper tube, then mig welding around it, then withdrawing the tube. Would this be strong enough? Maybe making up a reducing ferrule and welding that around the whole joint would be better? Any suggestions welcome please. Pic is attached.

Ok, I have just read the posts re David's mk 1 frame - that's a right coincidence. I suppose that answers my question if it's a common weakness . . .
