unable to identify handle bar bolt

I hope this finds you all well. I am unable to identify the use of this bolt that has been welded onto my handle bars of my 1925 Douglas. Any ideas would be appreciated.

Michael,

Some of the early handlebars had a fork or a spade fitting at the center of the handlebars for a lamp. Perhaps this is someone's idea of a replacement mounting.
