Great find Daren!

part number 720 is listed as 1912 Tank in the 1914 Douglas Working Instructions and Price List of Spare Parts for the 2 3/4 HP so possible the document is from that year or maybe shortly afterwards?

Duplicate means to reproduce,  Mass production , remake, refashion ,rebuild,  also means to copy, reproducing replicas  Which might need to be adjusted  i.e Square, trim, cut off corners and smooth .
  So as you can see a carefully chosen word  for selling off slightly off speck parts to unsuspecting  customers especially a long way from home.    Still going on today ,
 i was an inspector of aircraft parts sent to the Antipodes  and many  where rejected as out of manufacturing specs!!!!!!!!!!

Daren, Doug and Clive,

I had a look at the 1912 Specifications and Price Lists of Douglas Motor Cycles & Spare Parts and it appears that the text in the Australian Duplicate parts list is the same  or very similar to the Douglas Price List of Spare parts - except for the price of course - about double or more in Australia - nothing changes! :-). So I think the list is almost definitely from 1912-13.

As Clive suggests, I think it is called a "Duplicate" parts list as it would allow the local Douglas agent or supplier to provide locally sourced or alternative parts if the genuine ones were not available? Maybe not necessarily inferior parts, but possibly. It would also allow the supplier to sell alternate parts at the genuine part (inflated) price.

As Clive says - nothing much has changed!

Interesting, the list has representatives in all States of Australia indicating an organised approach for the 1912 Year Model Douglas and seems to imply that this is an "official" Douglas list of parts available from Douglas agents.

I think "duplicate" might have been in common usage at the time to mean "spare" - see attached. Until the 1890s parts lists were not particularly useful because parts had to be "fitted" individually. Only with the bicycle boom in the 1890s did manufacture of mechanical goods become well-enough made that a spare part would actually fit any existing machine.
