The steering head bearings area loose ball and race design, manufactured by Douglas. If you are a member of the LDMCC, their spares department sells (or has sold) these.
The 350EW was not fitted with a steering heard damper from the factory. However there were many manufacturers of accessory dampers that could be purchased by an owner. Most of these had an anchorage that clamped to the top frame tube, with an expansion spud that slipped down into the steering head stem tube. Unless something is very amiss with the frame alignment or tires, the 350EW does not require a steering damper.
