4HP Rear Brake

Hi Everyone,  My first time on the Forum, Hope I'm doing it correctly. I have recently spent a great deal of time trying to stop my rear brake from grabbing by following the instructions issued with the brake block when I bought It from the VMCC which was a couple of years ago, At first it was quite a progessive good brake, as time went by it became sharp & then locking up every time, & so, dangerous!. I have now refitted the old brake block which is still useable but not a lot of meat on it & set it up as it was used before, using the leading edge first. It is now once again a progressive brake although not as good probably due to being a harder compound but NO GRABBING! My brake is set up above the frame &works on the inside of the pulley. The instructions I received were not to set it up using the leading edge . "on Any Account".  Would anyone care to comment on this subject?  Eric.
